Béla Horváth was born to a family of musicians in Hungary (Pécs). He began his musical studies in his hometown of Pécs as Miklós Csikós' student. Later he was admitted to the Béla Bartók Secondary School of Music (Conservatoire) in Budapest, from where he was directed to the Franz Lisz Academy of Music by oboe artist János Kemény. He graduated with a degree in music performance and teaching in 1994 (his teacher was Emília Csánky).
In 1991 he became a member of the Hungarian State Opera's Orchestra, and from 1992 to 2000 he was a member of the Budapest Festival Orchestra. Since 2000 he has been the oboe soloist of the National Philharmonic Orchestra and he regulary works with the Concerto Budapest Orchestra. In addition to his orchestral work, he is often heard as a soloist and a chamber artist. He has played as a partner of Heinz Holliger, Maurice Bourgue, Zoltán Kocsis, the Amadinda Percussion Group and the Keller String Quartet. He has performed with the Budapest Wind Ensemble, and several Hungarian and foreign formations. Between 2014 and 2019 he was a professor of the Franz Liszt Academy of Music in Budapest. Since 2004 he has been a regular participant in the UMZE Chamber Orchestra's concerts as a dedicated contemporary music artist.
In 1989 he was the winner of the János Richter Woodwind Competition in Győr, and the "Artist of the Year" titel at the National Philharmonic Orchestra in 2013. He plays contemporary music on many CD recordings.
